Special attention should be paid to low- and middle-income households, as the necessary investments may not be sustainable for them.<\/span><\/b><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"font-size: 20px;\"><b>Where do we stand today in France? Do all households have access to the ecological transition? What about low- and middle-income households?<\/b>\u00a0\u00a0<\/span><\/h2>\n<p><span data-contrast=\"auto\">Following <\/span><a href=\"https:\/\/staging.i4ce.org\/en\/publication\/is-transition-accessible-households-climate\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">initial research in 2023<\/span><\/a><span data-contrast=\"auto\">, our objective is to track <\/span><b><span data-contrast=\"auto\">the evolution of access conditions to the transition for French households<\/span><\/b><span data-contrast=\"auto\"> through an annual observatory, the first edition of which is presented here.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">The 2024 Observatory focuses on deep energy retrofits and low-carbon mobility and assesses the necessary \u2013 though not sufficient \u2013 conditions for households, particularly low- and middle-income households, to engage in the transition.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">For each theme \u2013 retrofitting and low-carbon mobility \u2013 the first section evaluates <\/span><b><span data-contrast=\"auto\">the economic capacity of households to make the necessary investments for the transition<\/span><\/b><span data-contrast=\"auto\">, in deep energy retrofitting and electric vehicles (EVs). This section aims to answer the following questions: What are the costs of deep retrofits or electromobility investments for households? How much aid can they receive? What is the <\/span><span data-contrast=\"auto\">out-of-pocket\u202fcost <\/span><span data-contrast=\"auto\">for households? Do they have solutions to finance it? How does their housing and mobility budget change after investment?<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">Beyond the capacity of households to make investments, other conditions are necessary to give them access to the transition: the <\/span><b><span data-contrast=\"auto\">availability of infrastructures <\/span><\/b><span data-contrast=\"auto\">\u2013 heating networks, bike paths, public transport, EV charging points \u2013 as well as <\/span><b><span data-contrast=\"auto\">qualified jobs matching needs<\/span><\/b><span data-contrast=\"auto\"> \u2013 retrofit tradespeople, retrofit advisors \u2013 and <\/span><b><span data-contrast=\"auto\">decisions that do not depend solely on the household<\/span><\/b><span data-contrast=\"auto\">, such as in a condominium or in a rental property. These conditions are assessed in the second part for each theme.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">Five main messages emerge from these analyses:<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"font-size: 20px;\"><b>1. Access to the ecological transition is improving for low- and middle-income households. <\/b>\u00a0<\/span><\/h2>\n<p><b><span data-contrast=\"auto\">First, increased public support for low- and middle-income households has reduced the out-of-pocket cost of investments for the transition. Deep energy retrofits aid increased significantly between 2023 and 2024<\/span><\/b><span data-contrast=\"auto\"> (<\/span><span class=\"TextRun SCXW53837281 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW53837281 BCX8\">by more than 60% for all households in <\/span><span class=\"NormalTextRun SCXW53837281 BCX8\">individual houses<\/span><span class=\"NormalTextRun SCXW53837281 BCX8\"> and over 35% for <\/span><span class=\"NormalTextRun SCXW53837281 BCX8\">apartments<\/span><span class=\"NormalTextRun SCXW53837281 BCX8\">).<\/span><span class=\"NormalTextRun SCXW53837281 BCX8\"> This development <\/span><span class=\"NormalTextRun SCXW53837281 BCX8\">is in line with the<\/span><span class=\"NormalTextRun SCXW53837281 BCX8\"> trend from the past 15 years, with substantial aid increases for <\/span><span class=\"NormalTextRun SCXW53837281 BCX8\">deep energy retrofit<\/span><span class=\"NormalTextRun SCXW53837281 BCX8\">s<\/span> <span class=\"NormalTextRun SCXW53837281 BCX8\">of<\/span> <span class=\"NormalTextRun SCXW53837281 BCX8\">individual houses<\/span><span class=\"NormalTextRun SCXW53837281 BCX8\">, especially benefiting low-<\/span><span class=\"NormalTextRun SCXW53837281 BCX8\"> and middle<\/span><span class=\"NormalTextRun SCXW53837281 BCX8\">&#8211;<\/span><span class=\"NormalTextRun SCXW53837281 BCX8\">income<\/span><span class=\"NormalTextRun SCXW53837281 BCX8\"> households. This income-indexed support is less pronounced for <\/span><span class=\"NormalTextRun SCXW53837281 BCX8\">apartments<\/span><span class=\"NormalTextRun SCXW53837281 BCX8\">, but the introduction of a universal aid for all households has <\/span><span class=\"NormalTextRun SCXW53837281 BCX8\">facilitated<\/span><span class=\"NormalTextRun SCXW53837281 BCX8\">, to some extent, decision-making<\/span><span class=\"NormalTextRun SCXW53837281 BCX8\"> in favor of <\/span><span class=\"NormalTextRun SCXW53837281 BCX8\">retrofit<\/span><span class=\"NormalTextRun SCXW53837281 BCX8\">s<\/span><span class=\"NormalTextRun SCXW53837281 BCX8\"> in <\/span><span class=\"NormalTextRun SCXW53837281 BCX8\">condominiums<\/span><span class=\"NormalTextRun SCXW53837281 BCX8\">. <\/span><\/span><span class=\"TextRun Highlight SCXW39071674 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW39071674 BCX8\">For electro<\/span><span class=\"NormalTextRun SCXW39071674 BCX8\">mobility, <\/span><\/span><span class=\"TextRun Highlight SCXW39071674 BCX8\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW39071674 BCX8\">the \u201c<\/span><span class=\"NormalTextRun SCXW39071674 BCX8\">social leasing<\/span><span class=\"NormalTextRun SCXW39071674 BCX8\">\u201d<\/span><\/span> (a State-aided car leasing program that allows low- and lower-middle-income households to rent an EV for a relatively low rent) has helped to remove the barrier to investing in electric vehicles for households that have benefitted from the scheme. Over the past fifteen years, mobility aid have also become increasingly targeted at low- and middle-income households. For both retrofitting and mobility, low- and middle-income households account for a significant share of aid beneficiaries, although data gaps prevent a full assessment, and this share has slightly declined for certain aid in recent years (such as Anah (National Housing Agency) aid and the scrappage bonus).<\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">Secondly, <\/span><b><span data-contrast=\"auto\">subsidized financing schemes can help middle- and low-income households finance the out-of-pocket cost<\/span><\/b><span data-contrast=\"auto\">. For retrofits, the eco-PTZ (zero interest eco-loan) \u2013 with its high cap, zero interest rate, and long duration \u2013 is a suitable option for financing energy retrofits.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">Thirdly, <\/span><b><span data-contrast=\"auto\">the public investments needed to support households in the transition are also increasing. Analysis of public transport in the \u00cele-de-France region shows that the area is well-served<\/span><\/b><span data-contrast=\"auto\">, with numerous services accessible within 30 minutes for most households. However, access to employment areas is less favorable, with over one-third of residents able to access less than 10% of jobs within an hour. The <\/span><b><span data-contrast=\"auto\">new lines planned for the Grand Paris Express<\/span><\/b><span data-contrast=\"auto\"> (project of metro lines that will link Parisians suburbs without passing through Paris) <\/span><b><span data-contrast=\"auto\">are expected to improve this situation by 2030. <\/span><\/b><span data-contrast=\"auto\">Note that the conclusions would probably be different for another territory.\u00a0 Cycling infrastructures are expanding, with more cycling paths and secure parking spaces in train stations.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\"> \u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b><span data-contrast=\"auto\">Lastly, positive developments are occurring without a clear attribution to specific public policy tools. For mobility, for instance, the used electric vehicle market began to grow significantly, making EVs more accessible to low- and middle-income households<\/span><\/b><span data-contrast=\"auto\">, though the impact of various public policy tools (manufacturer standards, corporate fleet greening obligations, bonus-malus schemes, scrappage premium) remains unclear.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><b><span data-contrast=\"auto\"><span style=\"font-size: 20px;\">2. The transition enables households to achieve significant energy savings.<\/span> <\/span><\/b><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/h2>\n<p><b><span data-contrast=\"auto\">Households that manage to invest in deep energy retrofits and\/or electromobility achieve substantial energy savings<\/span><\/b><span data-contrast=\"auto\"> \u2013 from \u20ac100 to \u20ac380 per month for housing and around \u20ac80 per month for mobility for a household driving 10,000 km annually.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b><span data-contrast=\"auto\">Under certain conditions, these energy savings can cover the out-of-pocket repayments, thus avoiding an increase in household mobility or housing budgets<\/span><\/b><span data-contrast=\"auto\">. For housing, eco-PTZ monthly repayments are generally covered by the energy savings from deep energy retrofits, though it may not be true when households are in a situation of energy poverty or when housing characteristics or location limit energy savings. For mobility, the cost of purchasing a used electric vehicle over its combustion engine equivalent is covered by energy savings for a household driving 10,000 km annually.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"font-size: 20px;\"><b>3. Challenges remain for many households, requiring special public policy attention. <\/b>\u00a0<\/span><\/h2>\n<p><span data-contrast=\"auto\">For some households, access to the transition is more complicated \u2013 for example, tenants seeking retrofitted homes or households in condominiums where retrofitting depends on collective decisions and where installing an EV charging point is often more difficult.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b><span data-contrast=\"auto\">Moreover, despite the aid available, the out-of-pocket cost of investments for the transition remains high for middle- and low-income households<\/span><\/b><span data-contrast=\"auto\">. For retrofits, aid increases have reduced the cost to approximately \u20ac10,000 for apartments retrofitting for low- and lower-middle-income households, but for individual houses, it exceeds \u20ac20,000. For mobility, excluding the social leasing, the out-of-pocket cost is over \u20ac12,000 for a used electric vehicle or a new entry-level model and up to \u20ac20,000 for a new standard small car. Compared to a combustion engine equivalent, whether new or used, the additional cost is several thousand euros.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">Households have access to various options to finance these out-of-pocket costs: their savings, a standard or subsidized loan, and leasing contracts for vehicles. <strong>Access to these financing solutions is difficult for households with certain characteristics<\/strong> (low and\/or irregular income, limited savings, existing debt \u2013 for example, for home purchase, elderly).<strong> An estimated 5.3 million homeowners over 65 have savings of less than \u20ac30,000, and for an estimated 13.5% of homeowners with a mortgage, the out-of-pocket costs of retrofitting their home exceed their financing capacity, taking account of their savings and borrowing capacity. <\/strong><\/span><span data-contrast=\"auto\">Therefore, many of these homeowners lack the capacity to finance deep energy retrofits. Debt for financing an electric vehicle can also be prohibitive for low- and middle-income households, with high debt load: over 10% for a new standard small car and over 5% for a new entry-level model or a used vehicle.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"font-size: 20px;\"><b>4. There are regional disparities in access to the transition.<\/b>\u00a0<\/span><\/h2>\n<p><b><span data-contrast=\"auto\">Aid provided by some French local authorities significantly reduces the out-of-pocket cost<\/span><\/b><span data-contrast=\"auto\">: some metropolitan areas grant retrofits aid up to \u20ac10,000. For mobility, around half of the metropolitan areas in low-emission zones (LEZ) provide local scrappage bonuses, ranging from \u20ac3,000 to \u20ac6,000, and the State offers an additional \u20ac1,000 for scrappage in LEZ, up to \u20ac3,000 if a similar local aid is also available.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">Household access to the transition also depends on factors that vary by location. For retrofits, it depends for instance on the <\/span><b><span data-contrast=\"auto\">availability of qualified tradespeople and advisors<\/span><\/b><span data-contrast=\"auto\">. Currently, the total number of tradespeople appears sufficient, but local tensions are possible. For electromobility, <\/span><b><span data-contrast=\"auto\">public charging points are needed<\/span><\/b><span data-contrast=\"auto\">: their numbers are increasing but not as fast as the electric vehicle fleet, and the vehicle-to-charging points ratio varies by location.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"font-size: 20px;\"><b>5. Data gaps prevent a comprehensive evaluation. <\/b>\u00a0<\/span><\/h2>\n<p><span data-contrast=\"auto\">Several data gaps prevent a thorough evaluation of household access to the transition. First<\/span><b><span data-contrast=\"auto\">, there is no overall view of local aid schemes<\/span><\/b><span data-contrast=\"auto\">, including the number of municipalities offering retrofits or mobility aid, the number of households that could access them, the aid amounts, eligibility criteria, or effective beneficiaries.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">Secondly, <\/span><b><span data-contrast=\"auto\">only partial data exists on the beneficiaries of national schemes<\/span><\/b><span data-contrast=\"auto\">.
