The report focuses on 5 key areas: <\/strong><\/span><\/h5>\n

  1. Relevant Policy and Governance issues, including Phase 4 review<\/li>\n
  2. Environmental delivery<\/li>\n
  3. Economic efficiency and delivery, including protection against carbon leakage<\/li>\n
  4. Market functioning<\/li>\n
  5. Making the EU ETS \u2018fit for purpose\u2019: key areas to pay attention to in the future<\/li>\n<\/ol>\n

    The \u201c2018 State of the EU ETS\u201d<\/strong> Report aims to provide an independent contribution<\/strong> to the policy debate, which is needed to ensure that the EU ETS<\/strong> is \u201cfit for purpose<\/strong>\u201d. This report discusses the current state of play in the EU ETS<\/strong>, analysing whether the system is performing and delivering, and discusses how the recently concluded Phase 4<\/strong> review could affect its functioning from 2020 onwards.<\/p>\n
