For example, <\/span><span data-contrast=\"none\">carbon pricing mechanisms<\/span><span data-contrast=\"auto\"> can increase income inequality if not accompanied by appropriate redistributive measures. Conversely, <\/span><span data-contrast=\"none\">energy subsidies for poorest households<\/span><span data-contrast=\"auto\"> often contribute to increasing greenhouse gas emissions.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">These &#8220;secondary effects&#8221; are not always negative, as exemplified by <\/span><span data-contrast=\"none\">investments in public transport<\/span><span data-contrast=\"auto\">. Additionally, social measures can contribute to the fight against climate change. This is the case of taxes on vacant dwelling, which facilitate access to housing in areas of real estate tension and avoid the emission of GHG associated with the construction of new housing units.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">Failure to take these joint issues into account can lead to deadlocks, such as the violent French \u201cYellow vest\u201d protests in 2018, or their counterparts in Ecuador in 2019. Civil society echoed these concerns, with, for example, the <\/span><a href=\"https:\/\/www.pactedupouvoirdevivre.fr\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">Pacte du Pouvoir de Vivre<\/span><\/a><span data-contrast=\"auto\"> proposed by 50 French NGOs, or the <\/span><a href=\"https:\/\/www.conventioncitoyennepourleclimat.fr\/en\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">Citizens\u2019 Convention on Climate<\/span><\/a><span data-contrast=\"auto\"> set up by the French government. However, it remains difficult to perceive all the joint climate and social effects of public policies.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/staging.i4ce.org\/go_project\/green-budget\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">Environmental budget tagging tools<\/span><\/a><span data-contrast=\"auto\">, which are studied at <\/span><b><span data-contrast=\"auto\">I<\/span><\/b><span style=\"color: #ff0000;\"><b>4<\/b><\/span><b><span data-contrast=\"auto\">CE,<\/span><\/b><span data-contrast=\"auto\"> can contribute to address this problem, by providing a starting point for an exhaustive identification of budgetary measures with proven climate impacts.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><span style=\"font-size: 24px;\">Objectives\u00a0<\/span><\/h2>\n<p><span data-contrast=\"auto\">Socio-Climate Budget Tagging: a method proposed by <\/span><b><span data-contrast=\"auto\">I<\/span><\/b><span style=\"color: #ff0000;\"><b>4<\/b><\/span><b><span data-contrast=\"auto\">CE<\/span><\/b><span data-contrast=\"auto\"> to highlight joint climate and social effects of government budget measures.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">In response to the need identified above and with the support of the European Climate Foundation and Expertise France, <\/span><b><span data-contrast=\"auto\">I<\/span><\/b><span style=\"color: #ff0000;\"><b>4<\/b><\/span><b><span data-contrast=\"auto\">CE<\/span><\/b><span data-contrast=\"auto\"> developed the Socio-Climate Budget Tagging (SCBT), a methodological tool aiming to facilitate the identification of budgetary measures with both climate and social effects among climate budgetary measures pre-identified by environmental budget tagging exercises.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\"> This tool is detailed in an article published in the OFCE journal (cf. \u201c<a href=\"https:\/\/www.ofce.sciences-po.fr\/pdf\/revue\/07-176OFCE.pdf\" target=\"_blank\" rel=\"noopener\">Jointly tackling the climate crisis and social issues integrating social considerations into climate budget tagging exercises<\/a>\u201d).\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">The SCBT considers five social dimensions: income inequality, poverty, employment, health, and access to basic needs and services (energy, clean water, food, infrastructure). A study currently underway aims to apply this tool to the Indonesian green budget.
