Context<\/b> :<\/span><\/h2>\n

\u201c<\/span>Green budgeting<\/span>\u201d<\/span>\u00a0<\/span>covers a variety of practices aimed at identifying and evaluating the\u00a0<\/span>components\u00a0<\/span>of the public budget impacting one or more dimensions of the environmental action of the public authorities. T<\/span>oday, t<\/span>here is no universal definition of green budgeting.\u00a0<\/span>Most\u00a0<\/span>green budgeting exercises cover environment<\/span>-compatible\u00a0<\/span>public spending<\/span>,<\/span>\u00a0but some also include\u00a0<\/span>harmful expenditure<\/span>, such as fossil fuel subsidies; others also analyze government revenues.<\/span>\u00a0<\/span><\/p>\n

 <\/p>\n

What<\/span>\u00a0is the purpose of\u00a0<\/span>green budgeting?\u00a0<\/span>Several objectives are generally attached to green\u00a0budgeting\u00a0<\/span>:\u00a0<\/span>it supports budget management\u00a0<\/span>and\u00a0<\/span>especially\u00a0<\/span>the assessment of\u00a0<\/span>the consistency of\u00a0<\/span>public spending with a\u00a0<\/span>country’s environmental and climate\u00a0<\/span>targets\u00a0<\/span>;\u00a0<\/span>it\u00a0<\/span>improve<\/span>s the<\/span>\u00a0transparency of\u00a0<\/span>government<\/span>\u00a0action\u00a0<\/span>for\u00a0<\/span>parliamentarians, civil society and citizens<\/span>. F<\/span>inally,\u00a0<\/span>green budgeting\u00a0<\/span>contributes to increasing\u00a0<\/span>the skills of public\u00a0administrations<\/span>\u00a0<\/span>:\u00a0<\/span>how budget specialists\u00a0<\/span>address\u00a0<\/span>environmental\u00a0<\/span>dimensions<\/span>,\u00a0<\/span>and how\u00a0<\/span>environmental experts\u00a0<\/span>understand<\/span>\u00a0<\/span>budgetary\u00a0<\/span>issues<\/span>.<\/span>\u00a0<\/span><\/p>\n

 <\/p>\n

France carried out its first green budgeting exercise in 2019 (see\u00a0<\/span>our<\/span>\u00a0<\/span><\/a>publication<\/a>,\u00a0<\/span>and the\u00a0<\/span>report\u00a0<\/span>by<\/span><\/a>\u00a0the Inspection G\u00e9n\u00e9rale des Finances (IGF) and CGEDD<\/a>\u00a0<\/span>on th<\/span>is<\/span>\u00a0<\/span>topic<\/span>), and indicated its intention to consolidate and perpetuate these practices through the publication of a document annexed to the\u00a0<\/span>budget<\/span>\u00a0bills.<\/span>\u00a0<\/span><\/p>\n

 <\/p>\n

This willingness to engage in green budgeting\u00a0<\/span>can also be seen\u00a0<\/span>at the territorial level<\/span>. Local authorities in France have expressed their wish\u00a0<\/span>to have a shared framework\u00a0<\/span>to analyze\u00a0<\/span>their budget<\/span>s<\/span>\u00a0in order to be\u00a0<\/span>able to identify what<\/span>,\u00a0<\/span>in their budgets<\/span>,<\/span>\u00a0contributes to and undermines\u00a0<\/span>the ecological\u00a0<\/span>transition. Some\u00a0<\/span>of them\u00a0<\/span>are carrying\u00a0<\/span>out their first climate budget assessment exercise\u00a0<\/span>to support\u00a0<\/span>discussions on their next budget.<\/span>\u00a0<\/span><\/p>\n

 <\/p>\n

In other parts of the world,\u00a0<\/span>green budgeting\u00a0<\/span>has been experimented and implemented for some time. S<\/span>ome countries, such as Indonesia or Ecuador, have been using \u201cenvironmental markers\u201d for several years now, and many others have benefited from the support of ‘international actors such as the UNDP, the World Bank or the Inter-American Development Bank to\u00a0<\/span>monitor the climate impacts of\u00a0<\/span>annual government\u00a0<\/span>expenditure<\/span>.<\/span>\u00a0<\/span><\/p>\n

 <\/p>\n

Green budgeting\u00a0<\/span>is\u00a0<\/span>also attracting a lot of attention on the international scene, as a<\/span>n especially salient tool for Finance Ministries to act on environmental matters<\/span>. Thus,\u00a0<\/span>the fourth of the six founding principles<\/a> of\u00a0<\/span>the <\/span>Coalition of Finance Ministers\u00a0<\/span>for\u00a0<\/span>Climate Action<\/span><\/a>,\u00a0<\/span>which has\u00a0<\/span>52 member countries<\/span>\u00a0(<\/span>as of September 2020<\/span>)<\/span>,\u00a0<\/span>is\u00a0<\/span>to\u00a0<\/span>\u201c<\/span>t<\/span><\/i>ak<\/span><\/i>e<\/span><\/i>\u00a0climate change into account in macroeconomic policy, fiscal planning, budgeting, public investment management, and procurement practice<\/span><\/i>\u201d.<\/span>\u00a0<\/span><\/p>\n

Objectives<\/b> :<\/span><\/h2>\n

This\u00a0<\/span>work program\u00a0<\/span>on green budgeting\u00a0<\/span>covers the\u00a0<\/span>national, international and subnational levels and is organized around several research questions.<\/span>\u00a0<\/span><\/p>\n

 <\/p>\n

At the national level<\/span><\/b>, I4<\/span>CE<\/strong> <\/span>has supported\u00a0<\/span>the\u00a0<\/span>publication of the government\u2019s\u00a0<\/span>first green budget by\u00a0<\/span>releasing\u00a0<\/span>in 2019 a\u00a0<\/span>360<\/span>-degree climate assessment<\/span>\u00a0<\/span>France\u2019s State\u00a0<\/span>budget<\/span><\/a>. I4<\/span>CE<\/strong> is <\/span>now\u00a0<\/span>work<\/span>ing<\/span>\u00a0<\/span>on\u00a0<\/span>identifying historical trends in climate-compatible expenditure<\/span>,<\/span>\u00a0and on assessing what the national budget should look like in order to\u00a0<\/span>align with the national low-carbon strategy.<\/span>\u00a0<\/span><\/p>\n

 <\/p>\n

At the\u00a0<\/span><\/b>local<\/span><\/b>\u00a0level<\/span><\/b>, I4<\/span>CE<\/strong> is working on the co-construction of a <\/span>climate budget assessment framework<\/span><\/a>\u00a0in collaboration with five\u00a0<\/span>metropolitan areas<\/span>\u00a0and cities,\u00a0<\/span>the French energy agency ADEME<\/span>, the Association of\u00a0<\/span>French\u00a0<\/span>Mayors, Climate KIC and France\u00a0Urbaine.\u00a0<\/span>An additional component\u00a0<\/span>of this framework\u00a0<\/span>lays the groundwork\u00a0<\/span>for\u00a0<\/span>assessing the extent to which\u00a0<\/span>climate change adaptation\u00a0<\/span>is taken into consideration in local authorities\u2019 budgets<\/span>.<\/span>\u00a0<\/span><\/p>\n

 <\/p>\n

At the international level, I4<\/span>CE<\/strong> <\/span><\/b>is currently collaborating with the French Development Agency, as part of a project to support the government of Costa Rica in setting up its own budget markers. The first part of the project is based on an analysis of various South American green budgeting exercises, to identify national choices on certain structural methodological points.\u00a0<\/span>The\u00a0<\/span>second\u00a0<\/span>part of the proje<\/span>c<\/span>t will focus o<\/span>n identifying critical success\u00a0factors<\/span>:<\/span>\u00a0it will involve a\u00a0<\/span>closer study of the institutional contexts\u00a0<\/span>and of the\u00a0<\/span>budgetary processes\u00a0<\/span>in place in\u00a0<\/span>the countries under consideration<\/span>.<\/span>\u00a0<\/span><\/p>\n
