Presented by the World Bank as \u201cthe most comprehensive institutional undertaking ever done by the Bank Group to reconcile development and climate\u201d, this alignment approach is an important step <a href=\"https:\/\/staging.i4ce.org\/en\/heres-to-an-impactful-new-year-2023s-resolutions-for-country-and-impact-driven-reform-development-finance-climate\/\" target=\"_blank\" rel=\"noopener\">towards the reform of the World Bank currently under discussion<\/a>. But this approach won\u2019t be sufficient, argue Alice Pauthier and Sarah Bendahou in this blog post. It could be more ambitious.\u202f\u202f\u00a0<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">What is an alignment approach? <\/span><span data-contrast=\"auto\">It<\/span><span data-contrast=\"auto\"> is a process through which an organisation, let\u2019s say the World Bank, aims to contribute, across all its activities, to countries\u2019 <\/span><span data-contrast=\"auto\">decarbonised<\/span> <span data-contrast=\"auto\">and resilient development. Is it ambitious? <\/span><span data-contrast=\"auto\">Su<\/span><span data-contrast=\"auto\">r<\/span><span data-contrast=\"auto\">prisingly <\/span><span data-contrast=\"auto\">n<\/span><span data-contrast=\"auto\">o<\/span><span data-contrast=\"auto\">t<\/span><span data-contrast=\"auto\"> more than<\/span><span data-contrast=\"auto\"> other<\/span> <span data-contrast=\"auto\">financial institutions<\/span><span data-contrast=\"auto\">,<\/span> <span data-contrast=\"auto\">including <\/span><span data-contrast=\"auto\">from the private sector<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\"> who commit to \u201cdo no harm\u201d across all their activities, or to \u201csupport climate co-benefits\u201d in specific sectors relevant to their operations. In practice, <\/span><span data-contrast=\"auto\">these institutions <\/span><span data-contrast=\"auto\">would for example stop investing in new coal assets, accelerate investment in assets with robust transition plans, or in renewables.\u00a0<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">It\u2019s a good start. But financial actors can go further, and public development banks such as the World Bank are expected to go further.\u202fThey <\/span><span data-contrast=\"auto\">should<\/span><span data-contrast=\"auto\"> go beyond \u201cdoing no harm\u201d or \u201csupporting climate co-benefits\u201d, and instead <\/span><span data-contrast=\"auto\">aim to \u201cfoster transformative outcomes\u201d (see Figure 2). In other words, they are expected to not only follow what is happening in economic sectors, but to \u201cpave the way\u201d for the transition in developing economies and emerging markets. The World Bank can create the conditions for renewable projects to be bankable in a specific market and attract private investors. It can also contribute to accelerating the retirement of coal assets. By doing so, it contributes to changing some fundamental characteristics of the real economy.\u00a0<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">This lack of ambition is a<\/span><span data-contrast=\"auto\">l<\/span><span data-contrast=\"auto\">l the mo<\/span><span data-contrast=\"auto\">re<\/span><span data-contrast=\"auto\"> surprising <\/span><span data-contrast=\"auto\">since <\/span><span data-contrast=\"auto\">t<\/span><span data-contrast=\"auto\">he World<\/span><span data-contrast=\"auto\"> Bank adopted a<\/span><span data-contrast=\"auto\">n <\/span><span data-contrast=\"auto\">ambitious <\/span><a href=\"https:\/\/openknowledge.worldbank.org\/entities\/publication\/ee8a5cd7-ed72-542d-918b-d72e07f96c79\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">C<\/span><span data-contrast=\"none\">limate <\/span><span data-contrast=\"none\">C<\/span><span data-contrast=\"none\">hange <\/span><span data-contrast=\"none\">Action Plan<\/span><\/a><span data-contrast=\"auto\"> last year<\/span><span data-contrast=\"auto\">. <\/span><span data-contrast=\"auto\">A<\/span><span data-contrast=\"auto\">dditional commitments<\/span><span data-contrast=\"auto\"> included <\/span><span data-contrast=\"auto\">the prioritization of key systems<\/span><span data-contrast=\"auto\">&#8216;<\/span> <span data-contrast=\"auto\">transition<\/span><span data-contrast=\"auto\"> (<\/span><span data-contrast=\"auto\">e.g.<\/span> <span data-contrast=\"auto\">transport<\/span><span data-contrast=\"auto\">, cities, manufacturing<\/span><span data-contrast=\"auto\">, etc.<\/span><span data-contrast=\"auto\">)<\/span><span data-contrast=\"auto\"> in developing count<\/span><span data-contrast=\"auto\">ries<\/span><span data-contrast=\"auto\">. <\/span><span data-contrast=\"auto\">Yet, the <\/span><span data-contrast=\"auto\">World Bank<\/span><span data-contrast=\"auto\">\u2019s<\/span> <span data-contrast=\"auto\">current alignment approach <\/span><span data-contrast=\"auto\">does not go that far<\/span><span data-contrast=\"auto\"> and <\/span><span data-contrast=\"auto\">would<\/span><span data-contrast=\"auto\"> fail<\/span><span data-contrast=\"auto\"> to support these efforts<\/span><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><strong>The Paris Alignment \u2018Bulls eye\u2019: actively supporting national and international transformations across all activities\u00a0<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-62108 size-full\" src=\"https:\/\/staging.i4ce.org\/wp-content\/uploads\/2023\/04\/THEPAR1.jpg\" alt=\"\" width=\"1142\" height=\"662\" srcset=\"https:\/\/staging.i4ce.org\/wp-content\/uploads\/2023\/04\/THEPAR1.jpg 1142w, https:\/\/staging.i4ce.org\/wp-content\/uploads\/2023\/04\/THEPAR1-300x174.jpg 300w, https:\/\/staging.i4ce.org\/wp-content\/uploads\/2023\/04\/THEPAR1-1024x594.jpg 1024w, https:\/\/staging.i4ce.org\/wp-content\/uploads\/2023\/04\/THEPAR1-768x445.jpg 768w\" sizes=\"auto, (max-width: 1142px) 100vw, 1142px\" \/><\/p>\n<h2><b><span data-contrast=\"auto\">Improving alignement for more impact<\/span><\/b><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/h2>\n<p><span data-contrast=\"auto\">What about the World Bank\u2019s instruments and processes to implement this commitment?\u00a0<\/span> <span data-contrast=\"auto\">As they stand, they <\/span><span data-contrast=\"auto\">will not help prioritize activities, identify how to foster transformative outcomes, and maximize the World Bank\u2019s impact.\u202f\u202f<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">The World Bank, like other multilateral development banks, currently assesses the compatibility of projects with a country\u2019s climate<\/span> <span data-contrast=\"auto\">and development<\/span><span data-contrast=\"auto\"> pathway during project preparation<\/span><span data-contrast=\"auto\">, as illustrated below<\/span><span data-contrast=\"auto\">. This timing leaves little room for significant amendments in project design, to <\/span><span data-contrast=\"auto\">align with country priorities and maximize impact. This alignment assessment should occur before project preparation, and even before project identification, directly informing the World Bank\u2019s intervention strategy in the country.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">T<\/span><span data-contrast=\"auto\">he alignment assessment could even support country dialogue and ensure activities jointly identified with the country result in the most transformative climate and development outcome for local communities. <\/span><span data-contrast=\"auto\">This <\/span><span data-contrast=\"auto\">outcome<\/span> would <span data-contrast=\"auto\">require<\/span><span data-contrast=\"auto\"> technical and financial support for which the World Bank has<\/span><span data-contrast=\"auto\"> identified that it has<\/span><span data-contrast=\"auto\"> most added value compared to domestic public and private financial resources or international finance from other institutions. Such <\/span><span data-contrast=\"auto\">identification<\/span><span data-contrast=\"auto\"> would be rather straight forward when countries have already developed sufficiently granular Paris-aligned long-term strategies, in which they <\/span><span data-contrast=\"auto\">determine <\/span><span data-contrast=\"auto\">the key priority climate actions by sector e.g. the development of a Y% electric mobility offer in the public transport sector by year X. It would be even easier to perform if countries define related investment priorities and financing plans that identify domestic financial resources, as well as financing gaps that require investment-enabling policy reforms and international financial support.\u202f<\/span><span data-contrast=\"auto\">In its alignment approach<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\"> the<\/span><span data-contrast=\"auto\"> World Bank<\/span><span data-contrast=\"auto\"> recognizes the importance of these <\/span><span data-contrast=\"auto\">country strategies and<\/span><span data-contrast=\"auto\"> has already dedicated support <\/span><span data-contrast=\"auto\">for capacity building in this area<\/span><span data-contrast=\"auto\"> that should be scaled up<\/span><span data-contrast=\"auto\">.<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-62135 aligncenter\" src=\"https:\/\/staging.i4ce.org\/wp-content\/uploads\/2023\/04\/AMBITI3.png\" alt=\"\" width=\"600\" height=\"411\" srcset=\"https:\/\/staging.i4ce.org\/wp-content\/uploads\/2023\/04\/AMBITI3.png 767w, https:\/\/staging.i4ce.org\/wp-content\/uploads\/2023\/04\/AMBITI3-300x205.png 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">Similarly, the<\/span><span data-contrast=\"auto\"> wider<\/span><span data-contrast=\"auto\"> World Bank Group has developed instruments and processes to assess the compatibility of operations intermediated by a partner financial institution<\/span><span data-contrast=\"auto\">, such as a national development bank in a <\/span><span data-contrast=\"auto\">certain<\/span><span data-contrast=\"auto\"> country<\/span><span data-contrast=\"auto\">. <\/span><span data-contrast=\"auto\">But that wil<\/span><span data-contrast=\"auto\">l not be<\/span><span data-contrast=\"auto\">\u00a0enough to play an active role and maximi<\/span><span data-contrast=\"auto\">z<\/span><span data-contrast=\"auto\">e its impact. To contribute to the alignment of financial systems, the World Bank Group is expected to actively support changes in financial sector practice, and it is equipped to go further, by building the capacity of financial institutions in developing countries, and helping accelerate their own alignment journey. Along with the International Monetary Fund and other multilateral development banks, the World Bank Group is also in a position to build the capacity of national authorities to foster the integration of climate considerations in national regulation and supervision. The development of these capacity building activities should be an integral part of the World Bank<\/span><span data-contrast=\"auto\">\u2019s Paris<\/span><span data-contrast=\"auto\"> alignment approach.\u00a0<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">At the end of the day, <\/span><span data-contrast=\"auto\">the World Bank\u2019s Paris Alignment<\/span><span data-contrast=\"auto\"> approach<\/span> <span data-contrast=\"auto\">won\u2019t be enough to achieve <\/span><span data-contrast=\"auto\">the Paris Agreement goals. <\/span><span data-contrast=\"auto\">It lacks ambi<\/span><span data-contrast=\"auto\">tion and <\/span><span data-contrast=\"auto\">w<\/span><span data-contrast=\"auto\">ill no<\/span><span data-contrast=\"auto\">t <\/span><span data-contrast=\"auto\">enable<\/span> <span data-contrast=\"auto\">the World Bank<\/span><span data-contrast=\"auto\"> to <\/span><span data-contrast=\"auto\">prioritize <\/span><span data-contrast=\"auto\">operations<\/span> <span data-contrast=\"auto\">with the most <\/span><span data-contrast=\"auto\">transformative <\/span><span data-contrast=\"auto\">outcome<\/span><span data-contrast=\"auto\">s. <\/span><span data-contrast=\"auto\">Maximi<\/span><span data-contrast=\"auto\">z<\/span><span data-contrast=\"auto\">ing impact should be high on the agenda of the <\/span><span data-contrast=\"auto\">World Bank<\/span><span data-contrast=\"auto\"> reform<\/span><span data-contrast=\"auto\"> and <\/span><span data-contrast=\"auto\">at the core<\/span><span data-contrast=\"auto\"> of its future business model<\/span><span data-contrast=\"auto\">. <\/span><span data-contrast=\"auto\">Th<\/span><span data-contrast=\"auto\">is should be acknowledged by its shareholders who should provide <\/span><span data-contrast=\"auto\">the<\/span><span data-contrast=\"auto\"> World Bank <\/span><span data-contrast=\"auto\">with<\/span> <span data-contrast=\"auto\">the resources and mandate<\/span><span data-contrast=\"auto\"> it needs<\/span><span data-contrast=\"auto\"> to scale it up.\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>After years of waiting, the World Bank finally approved and released its alignment approach with the mitigation and adaptation goals of the Paris Agreement.
