{"id":12353,"date":"2015-12-14T07:22:42","date_gmt":"2015-12-14T06:22:42","guid":{"rendered":"https:\/\/preprod.i4ce.org\/2015\/12\/14\/i4ce-contributes-to-the-switch-report\/"},"modified":"2022-07-15T21:20:18","modified_gmt":"2022-07-15T19:20:18","slug":"i4ce-contributes-to-the-switch-report","status":"publish","type":"post","link":"https:\/\/staging.i4ce.org\/en\/i4ce-contributes-to-the-switch-report\/","title":{"rendered":"I4CE contributes to the SWITCH report"},"content":{"rendered":"<p><span class=\"hps\">From August to <\/span><span class=\"hps\">December 2015<\/span>, Emilie ALBEROLA <span class=\"hps\">participated\u00a0<\/span><span class=\"hps\"> to the Carbon Roadmap committee set up<\/span> <span class=\"hps\">by SWITCH<\/span>, the Alliance for <span class=\"hps\">a Green Economy<\/span> <span class=\"hps\">in Quebec,<\/span> <span class=\"hps\">composed of<\/span> <span class=\"hps\">environmentalists<\/span>, industry <span class=\"hps\">professionals<\/span> <span class=\"hps\">and experts in<\/span> <span class=\"hps\">economy<\/span> <span class=\"hps\">climate.<\/span><\/p>\n<p><a href=\"http:\/\/allianceswitch.ca\/wp-content\/uploads\/2015\/12\/Report-Carbon_SWITCH_FINAL.pdf\" target=\"_blank\" rel=\"noopener\"><span class=\"hps\">The report,<\/span> <span class=\"hps atn\">titled &#8220;<\/span>Carbon <span class=\"hps\">Roadmap<\/span>&#8221; <\/a>, has been <span class=\"hps\">released<\/span> <span class=\"hps\">on 9th\u00a0December<\/span>\u00a0<span class=\"hps\">in Paris<\/span> to the premiers <span class=\"hps\">of Quebec,<\/span> <span class=\"hps\">Ontario<\/span> <span class=\"hps\">and Manitoba, and<\/span> provides <span class=\"hps\">six<\/span> <span class=\"hps\">recommendations<\/span>.<\/p>\n<p><em>Recommendation 1 &#8211; Market mechanisms in the Paris Climate Agreement<\/em><\/p>\n<ul>\n<li>SWITCH recommends that the governments of Quebec and Canada advocate the recognition of flexibility mechanisms in the Paris Agreement.<\/li>\n<\/ul>\n<p><em>Recommendation 2 \u2013 Statement from the Government of Quebec as to how the cap-and-trade system will work beyond 2020<\/em><\/p>\n<ul>\n<li>SWITCH recommends that the Government of Quebec make a clear statement indicating that the Quebec carbon market (cap-and-trade system) will continue beyond 2020 and will be one of the key tools for reducing GHG emissions.<\/li>\n<li>SWITCH requests that the post-2020 regulations be established as soon as possible, especially with respect to reduction requirements for major emitters and the allowance allocation formula for 2021\u20132030.<\/li>\n<li>SWITCH reiterates its calls for the broadening of existing offset protocols and for new protocols to be developed, to the benefit of Quebec businesses. SWITCH also hopes the Quebec cap-and-trade system will recognize carbon offsets from outside its borders in order to promote the growth of Quebec businesses.<\/li>\n<\/ul>\n<p><em>Recommendation 3 \u2013 Facilitating Ontario\u2019s entry into the Quebec-California carbon market. <\/em><\/p>\n<p><em>Recommendation 4 &#8211; Making it esaier for financial intermediaries to understand how the carbon market works and how it affects businesses.<\/em><\/p>\n<p><em>Recommendation 5 &#8211; Toward converging carbon markets. <\/em><\/p>\n<ul>\n<li>SWITCH recommends that Quebec and its Californian and Ontarian partners establish agreements with the Mexico and China emerging carbon markets and with the EU ETS and with a view to the convergence of market rules.<\/li>\n<\/ul>\n<p><em>Recommendation 6 &#8211; Closely monitoring competitiveness and carbon leakage. <\/em><\/p>\n<ul>\n<li>SWITCH recommends that competitiveness and carbon leakage be closely monitored due to the emerging patchwork of carbon constraint policies around the world.
