Primarily, these funds are used to employ the experts that work for <b><strong>I<span style=\"color: #ff0000;\">4<\/span>CE<\/strong> <\/b>and the support staff that assist them on a daily basis: administration, communication and management. Unlike other comparable institutes or think tanks, <b><strong>I<span style=\"color: #ff0000;\">4<\/span>CE<\/strong> <\/b>has chosen to produce its studies with experts who are employed directly by the Institute and are developing their skills within the organisation. This approach eliminates the need to outsource experts who are volunteers, paid on a per-assignment basis or having working groups that bring together experts from other organisations.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00a0How is <b><strong>I<span style=\"color: #ff0000;\">4<\/span>CE<\/strong> <\/b>funded? First of all, it is important to note that the Institute\u2019s funders do not define our work program. It is the <b><strong>I<span style=\"color: #ff0000;\">4<\/span>CE<\/strong> <\/b>team that programs its activities, with the main orientations given by its Board of Directors, and that solicits the support of funders. <b><strong>I<span style=\"color: #ff0000;\">4<\/span>CE<\/strong> <\/b>is solely responsible for its publications, no funder validating its publications. It is very rare that <b><strong>I<span style=\"color: #ff0000;\">4<\/span>CE<\/strong> <\/b>responds to calls for tenders, and only when the commissioned studies are in line with the Institute\u2019s work priorities.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><a href=\"https:\/\/staging.i4ce.org\/wp-content\/uploads\/2025\/10\/Expense-distribution-in-2024_V4.jpg\" class=\"laz_img\">Expense distribution in 2024<\/a><\/p>\n<p>&nbsp;<\/p>\n<p>Nearly 34% of <strong>I<span style=\"color: #ff0000;\">4<\/span>CE<\/strong>\u2018s funding comes from core-funders, who support <strong>I<span style=\"color: #ff0000;\">4<\/span>CE<\/strong>\u2018s work as a whole rather than individual projects. Initially, the core-funders and founders of <strong>I<span style=\"color: #ff0000;\">4<\/span>CE<\/strong> were the Caisse des D\u00e9p\u00f4ts and the Agence Fran\u00e7aise de D\u00e9veloppement. In 2016, <strong>I<span style=\"color: #ff0000;\">4<\/span>CE<\/strong> welcomed the addition of the Caisse de D\u00e9p\u00f4t et de Gestion du Maroc and more recently they have been joined by GRDF and the asset manager Meeschaert. This core funding is extremely valuable. It allows the Institute to launch new and innovative projects and gives <strong>I<span style=\"color: #ff0000;\">4<\/span>CE<\/strong> the freedom to choose its research projects. It also allows the Institute adequate time to promote its work effectively.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><a href=\"https:\/\/staging.i4ce.org\/wp-content\/uploads\/2025\/10\/Funding-distribution-in-2024.jpg\" class=\"laz_img\">Funding distribution in 2024<\/a><\/p>\n<p>&nbsp;<\/p>\n<p>In addition to this core funding, <b><strong>I<span style=\"color: #ff0000;\">4<\/span>CE<\/strong> <\/b>benefits from project-based funding, which is targeted on specific projects. Many of the project-based funders have been collaborating with <b><strong>I<span style=\"color: #ff0000;\">4<\/span>CE<\/strong> <\/b>for many years. As a result, the institute gains visibility on its funding and is able to build a relationship of trust with its funders. However, project funders do not define the <b><strong>I<span style=\"color: #ff0000;\">4<\/span>CE<\/strong><\/b> projects.
