For local authorities, it is particularly at the time of the vote on their budget that it is possible to question these expenditures and to direct them as much as possible towards the climate transition.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">To meet these demands,\u202fthe Institute for Climate Economics (<strong>I<span style=\"color: #ff0000;\">4<\/span>CE<\/strong>)\u202fco-constructed with five French local authorities (cities of Paris and Lille, metropolises of Strasbourg, Lyon and Lille), plus the national environmental agency (<\/span><span data-contrast=\"auto\">Ademe<\/span><span data-contrast=\"auto\">), the Association of French Mayors (AMF), EIT Climate KIC and the association of large cities (France\u00a0<\/span><span data-contrast=\"auto\">urbaine<\/span><span data-contrast=\"auto\">) a\u00a0<\/span><a href=\"https:\/\/staging.i4ce.org\/download\/climate-assessment-of-local-authority-budgets-synthesis\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">climate budget assessment framework for local authorities<\/span><\/a><span data-contrast=\"auto\">.\u00a0<\/span><b><span data-contrast=\"auto\">This\u00a0<\/span><\/b><b><span data-contrast=\"auto\">methodology freely available was <\/span><\/b><b><span data-contrast=\"auto\">presented in the webinar with the testimony of local\u00a0<\/span><\/b><b><span data-contrast=\"auto\">authorities<\/span><\/b><b><span data-contrast=\"auto\">\u00a0pilots that have tested its implementation.\u00a0<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">The aim of a\u00a0<\/span><b><span data-contrast=\"auto\">budget climate assessment<\/span><\/b><span data-contrast=\"auto\">\u00a0<\/span><b><span data-contrast=\"auto\">is to\u00a0<\/span><\/b><b><span data-contrast=\"auto\">identify the climate impacts of each expenditure included in a local authority budget.\u00a0<\/span><\/b><span data-contrast=\"auto\">It involves analyzing the budget<\/span><span data-contrast=\"auto\">\u00a0line by line, based on a list &#8211; or taxonomy &#8211; of actions that are rated highly\u00a0<\/span><span data-contrast=\"auto\">favourable<\/span><span data-contrast=\"auto\">,\u00a0<\/span><span data-contrast=\"auto\">favourable<\/span><span data-contrast=\"auto\">, neutral, or\u00a0<\/span><span data-contrast=\"auto\">unfavourable<\/span><span data-contrast=\"auto\">\u00a0for the climate.
