The 2018 State of the EU ETS Report is a joint initiative by <a href=\"https:\/\/www.ictsd.org\/european-roundtable-on-climate-change-and-sustainable-transition\">ERCST\/ICTSD<\/a>, <a href=\"https:\/\/nomismaenergia.it\/fr\/\">Nomisma Energia,<\/a> <a href=\"https:\/\/staging.i4ce.org\/home\/\">I4CE,<\/a> <a href=\"https:\/\/wegcenter.uni-graz.at\/en\/\">Wegener Center at the University of Graz <\/a>and <a href=\"https:\/\/eco-act.com\/\">EcoAct<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>During this meeting, the authors will present the Report and their findings through a presentation, after which the Report will be discussed in a roundtable setting with stakeholders.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>The \u201c<strong>2018 State of the EU ETS<\/strong>\u201d Report aims to provide such an <strong>independent contribution to the policy debate, which is needed to ensure that the EU ETS is \u201cfit for purpose\u201d<\/strong>. This Report discusses the current state of play in the<strong> EU ETS,<\/strong> analyses whether the system is performing and delivering, and discusses how the recently concluded Phase 4 review could affect its functioning from 2020 onwards. For all its faults, the <strong>EU ETS<\/strong> should not be compared to an ideal world, but the real options that would be available to address climate change.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>The report focuses on 5 key areas:<\/strong><\/p>\n<p>&nbsp;<\/p>\n<ol>\n<li>Relevant Policy and Governance issues, including Phase 4 review<\/li>\n<li>Environmental delivery<\/li>\n<li>Economic efficiency and delivery, including protection against carbon leakage<\/li>\n<li>Market functioning<\/li>\n<li>Making the EU ETS \u2018fit for purpose\u2019: key areas to pay attention to in the future<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<div class=\"fond_bleu\"><\/p>\n<h2 style=\"text-align: center;\">Program<\/h2>\n<p><strong>09:30:<\/strong> Registration and coffee<\/p>\n<p>&nbsp;<\/p>\n<p><strong>10:00 :<\/strong> Welcome and opening remarks<\/p>\n<ul>\n<li><em>D.
