This report discusses the current state of play in the EU ETS, analysing whether the system is performing and delivering, and discusses how the recently concluded Phase 4 review could affect its functioning from 2020 onwards.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">The meeting will include a detailed presentation by the authors Andrei Marcu (<a href=\"https:\/\/fr.ictsd.org\/\">ICTSD<\/a>), Matteo Mazzoni (<a href=\"https:\/\/nomismaenergia.it\/fr\/\">Nomisma Energia<\/a>), Emilie Alberola (<a href=\"https:\/\/eco-act.com\/\">EcoAct<\/a>), Charlotte Vailles (<a href=\"https:\/\/staging.i4ce.org\/\"><strong>I<span style=\"color: #ff0000;\">4<\/span>CE<\/strong><\/a>), Stefan Schleicher (Wegener Center) and Jean Yves Caneill (<a href=\"https:\/\/staging.i4ce.org\/\">ERCST<\/a>), followed by a roundtable discussion with senior business, NGO and government representatives.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><strong>The report focuses on 5 key areas:<\/strong><\/p>\n<p>&nbsp;<\/p>\n<ol>\n<li style=\"text-align: left;\">Relevant Policy and Governance issues, including Phase 4 review<\/li>\n<li style=\"text-align: left;\">Environmental delivery<\/li>\n<li style=\"text-align: left;\">Economic efficiency and delivery, including protection against carbon leakage<\/li>\n<li style=\"text-align: left;\">Market functioning<\/li>\n<li style=\"text-align: left;\">Making the EU ETS \u2018fit for purpose\u2019: key areas to pay attention to in the future<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<div class=\"fond_bleu\"><\/p>\n<h2>Program<\/h2>\n<p style=\"text-align: left;\"><b>2.00 p.m\u00a0<\/b>Welcome and overall report outline &#8211; <em>A.
